Under the user cp, it has a personal notepad, what is its purpose?

For me, I put any substitutions or additions I might make to any given year, since I can't edit the AO list on the website. Personal notepad might be a great place to note those important things. Or even things I want to be sure to check out later when I have time.

It's just a space where you can type text and save it for later reference. You can use it however you like. Only you can see it.
